The first of the Norfolk pines were planted along the waterfront on Marine Parade in 1890 to create a European-style promenade.
Town beautification works were focused on Marine Parade with Napier being modelled after British-style seaside towns. Houses at that time had been built close to the foreshore and the road was affected by coastal erosion. After the particularly damaging winter of 1888, the Borough Council began coastal protection works starting near Coote Road.
